IIRC, the serial number wasn't meant for 'aclocal', but for a separate
(non-existant) 'acinstall' program that managed stuff in
$(sharedir)/aclocal. If foo.m4 (version 6) is already installed, and
if I try to install foo.m4 (version 4), the version 6 file is kept
unchanged (remniscent of Windows DLL installation).
So, it's not a bug, it's an unimplemented feature.
