For anyone who's actively developing icons, "The Icon Book" by William
Horton contains a whole chapter on "Icons for International Products"
which points out many localization gotchas... well worth having a look. 

Also, "The Symbol Sourcebook" by Henry Dreyfuss contains more
information on the cultural connotations of colours than you'll ever
need to know!
