Yes, it was applied.

In theory, the bug tracker is the right place for it to go. In practice,
I detest our current bug tracker (we'll be switching to bugzilla soon),
so I'm not so concerned if bugs get in there right now or not. 
But yes, things are less likely to get lost in the bug tracker than
simple posted to the mailing list.
