Toolbar overflow arrow

Hi

In my application when the toolbar is wider than the application window
it shows the arrow but always appears to reserve enough space to the
right of the arrow to allow for the widest item in the drop down menu.
Is there some property that controls this behaviour?

I'm running Gtk version 3.14.
