with no or less efforts in Windows compared if you use GTK+ 3 in Linux
but build it with GTK+ 2 in Windows.

Not sure where you are getting your information. I just built HandBrake using the mingw tools on Fedora 18
with gtk+ 3
support. Works spiffy.
