spinbutton example

Hi all,
 
I am trying to understand the spinbutton example from 
http://library.gnome.org/devel/gtk-tutorial/stable/x969.html
 
What is suppose the gtk_spin_button_set_snap_to_tick() function to do? Does it toggle between 0.5 and 0.1 
(the min value where "digits" is 2)? Is the example given wrong (specially the toggle_snap function)?
