Well For what little it is worth, when I had this issue I some sort of
string on the first line of the file telling me the format
<encoding decimalChar="."/>
I guess one could also put the local where the file was created on the
first like and then set that local before loading the rest of the file ..
<LOCALE>french</LOCALE>
... or not
