as i understood it will work only for *nix systems,
i.e. not win32. I want to make my programm cross-platform,
for example on gtk-library.

Hi,

that's correct and you're in trouble.
I have no knowledge of programming on Windows, but I feel reasonably sure that there is no cross-platform way of doing what you want. On UNIX there are a number of ways (like talking to gnome/kde, your window manager, X11) but all of them use means OUTSIDE gtk because you're trying to get to a signal that some other software component would normally never even bother to send to your GTK app. Therefore, you need to talk to that other software component ... and X11 is probably as cross-platform as you will get here.
