F9 shows 0xffc6. (F8, which is working, shows 0xffc5.)
I've tried some additional key bindings with the following results:
Ctrl Shift E works
E fails
Ctrl S fails
Ctrl Shift S fails
Tried just a couple bindings with no window manager running. F8 still
works, F9 still doesn't.

Well, what code does it show ? GDK_F9 has 0xffc6 code and 'xev' have to
show exactly this keysym. It's possible to change keycode->keysym
translation.
Have you tried it with another window manager (twm is likely to be
included in any distro) ?
