You don't need a subdir per language, you need a "potfile" per language
that's all.
Copy yourproject.pot - generated with xgettext -- to LANG.po and
translate the strings there.
You need xgettext to extract files from sources, msgmerge to merge old
translations with new source files, and msgfmt to create the LANG.gmo
file from the LANG.po file.
$ man xgettext msgmerge msgfmt
