I've downloaded the old evolution 1.4 code. I was hoping to find
a .glade file that had the setup I want, but I've not found it yet.

an example .glade file that has the setup I'm looking for. Maybe even a
description of how evolution implemented that functionality.
I don't know if there is some more stritforward method, but I accomplish
this task by associating a toolbar filled with radiobuttons to a
notebook with tabs hidden. This approach works well for me (despite the
double firing of toggled events associated with radiobuttons).
