Scrolling text over image

Is this the main GTK app dev list?  Its very quiet.  

I'm trying to get scrolling text over a background
image where the image stands still (doesn't scroll
with the text, only the text scrolls).  Can anyone
point me to a combinationg of widgets and functions
with which I can achieve this functionality?
