Scrolling Text over non-scrolling background image

What would be a good way to make a well-performing app
with a picture in the background, and scrolling text
over that background? 

The widgets I've seen only allow you to set the
background to tiled images which scroll into view with
the text. I want the image to stand still while the
text moves?
