you can build GTK with linux-fb , so it can run just from linux framebuffer, with out X-window.
./configure --with-gdktarget=linux-fb
or use gtk-directfb from www.directfb.org,

What does it mean run without X support?

I dont thank you can use gnome for embedded device, If your device support framebuffer, you can just use 
GTK, gtk can run on framebuffer without X support.
