[gtk4win] modal window does not stay on top of a parent window

another problem in windows version of the latest gtk+-2.0. modal windows
does not stay on top of its parent window.
there is no options available from glade to prevents this problem.
what other property should I set on a modal window to make it always on
top of its parent window?
