Windows builds of GLib 2.4.1, atk 1.6.0, Pango 1.4.0 and GTK 2.4.1

As to whether this is good enough to replace the previous commonly
used Windows builds (GLib 2.2.3+fixes in CVS, Pango 1.2.5+ and GTK
2.2.4+), well, that's up to you to decide ;-)

(The GTK+ 2.4.1 contains the two recent bugfixes committed by Hans
Breuer. I felt these were important enough to include even if they
were committed a couple of days after the 2.4.1 release. I hope it's
OK licensewise to just provide the diff to two source files, and not a
complete new source tarball. I know it might not be 100% OK, strictly
speaking, but will anybody make a fuss about it?)
