how to set a vscrollbar to autoscroll or manual placement

I am using python & pygtk, but I can always lookup the equivalent c
function or event.  I apreciate any help given. Thank you

I know how to make the window scroll to the bottom of my textview as
text is added or let the user set the scrollbar position manually.  But
how do I set it up to begin autoscrolling if the user sets it at the
bottom & disconnect again when manually repositioned again?

Scrollbar policy is set to automatic
