my PKG_CONFIG_PATH looks like:
/usr/X11R6/lib/pkgconfig: \
/cygdrive/c/proj/gtk/gtk+-dev-2.4.13/lib/pkgconfig: \
/cygdrive/c/proj/gtk/atk-dev-1.6.0/lib/pkgconfig: \
/cygdrive/c/proj/gtk/pango-dev-1.4.1/lib/pkgconfig
Are you using a pkg-config built as a Cygwin application, or native
Win32? If the latter, it won't understand those pathnames. Plus, AFAIK
only when built for native Win32 does pkg-config do its "replace
prefix in pc files with that detected at run-time" stuff.
