glib: g_file_get_contents : filename not UTF-8 ?!

Hello,
I ask a question here because I don't know if it's a bug or a
"feature".
In a program, I have a call to g_file_get_contents(), where
the filename
is UTF-8 encoded (no doubt here, it comes from a
g_locale_to_utf8() call).
It fails because g_file_get_contents() calls directly open(),
which uses
a non UTF-8 encoding. I was thinking that all was UTF-8 in
glib since
version 2.0 ?!? It seems more logic to me... Or else the
documentation
lacks some details ?
