Overlay images - One main background image

Was wondering if there is an example application that performs the 
following using GTK:

1) On a background image, I want to overlay several small images (8x8 or 
16x16)

2) Each small image is clickable and when clicked can pop-up a menu

3) Should be able to drag the small image to a new coordinate (optional 
requirement)

I am seeking guidelines, example code etc. to perform the above.
