GAIM[1] does a pretty interesting hack to show drop shadows on tooltips; maybe
you'd like to look at its source code.
As far as I remember, they got a screenshot of the tooltip area + shadow area,
did a blend with the shadows, and then used that as a background to a popup
window.
This is how other things, like transparent terminals, fakes transparency under
X window, as there's yet no easy way of doing this (XOrg's server can do alpha
blending and more, but it's not widely used, nor ready for general public yet).
