I think it is a mailing list set to strip attachments is stripping the
'body text' because (it claims) the body text is getting sent as a text
attachment when I digitally sign.

I've heard similar things. My guess is that Evolution does the
RightThing but that it's easier for lazy software authors to think your
message is an attachment.

I'm not sure, though. I just noticed this question was going
un-answered.
