gdk_window_raise

Is there a bug in 1.2.10 with gdk_window_raise and gdk_window_lower ?
I have 2 widgets which overlap (same parent: GtkLayout),
but can't lower/raise them, the last created one is always in front.
Is there another way of manipulating the z-order ?
