can I disable GtkLayout from auto scroll?

Dear sirs:
    I put a GtkTreeView in a GtkLayout, most time treeview is invisible, when it is visible, I want it show 
in a smaller area then Layout, and disable the scroll of Layout, How can I get the visible rect of the Layout 
? can I disable it from autoscroll?
