Adding to a menu and toolbar?

Hi, I'm mostly used to do GUI programming with Java(Swing), there we
have a non GUI class called Action, which holds an icon,its text, an
event handler, etc. which one can plug both onto a toolbar or one or
several menus. Does gtk have something like that som i dont have to
duplicate the text, icons that goes both in a toolbar and on a menu.
