gtk development tools, newbie question

Hi,
I am becoming familar with creating boxex of various forms with
various menu options by calling gtk libraries.

Now, is there a tool that i can uses drag and drop optin to
create these boxes and menu options,... ? just by dragging and dropping?.
Does this kind of tool create a sort of code as one drags and drop?. Like 
creating a skeleton code.
Need a freeware preferably.
