You might want to take a look at:
Anjuta
http://anjuta.sourceforge.net/
(I personally really like this application.) It is a full
graphical IDE.
I should say that it is a GNOME application. So, in addition
to using the GTK stuff, it also has dependencies on GNOME
stuff too.
Some "Application Wizards" that Anjuta comes with, that
you might be interested in, are the "GTK Project" and
"GTK-- Project" wizards. These simplify the task of
setting up a GTK or GTK-- based project. (Other "Application
Wizards" include a "GNOME Project" and "GNOME-- Project" wizard;
and some other ones.)
