cycling through widgets with tab, with up and down keys

How can I choose what widgets will receive focus when using tab key?

I saw that Up and Down arrow move focus from a GtkEntry. Are these keys 
used to cycling throw widgets?

How can I disable the Up,Down arrow move focus for a GtkEntry; I need to 
 catch these GtkEventKey to do something else and I can't.
