Hi Pyta,
The easiest way to start is probably by using the pre-built libraries etc.
that Tor Lillqvist makes available on http://www.gimp.org/~tml/gimp/win32
(see the downloads section).
Using those libraries I've managed to port my own applications from Linux to
windows with very few problems.
The main issue I have is that there appears to be a serious memory leak in
the windows build that isn't present under Linux (on bugzilla at
http://bugzilla.gnome.org/show_bug.cgi?id=79720 although checking that today
appears that someone thinks they've fixed it recently).
There's an active mailing list for GTK development on windows that Tor
describes on his website.

Do you have anyone experience using gtk+ 2.0 under Win32 in production
