GDK event motion resolution

Is there a way to set the minimum interval between
GDK_EVENT_MOTION type events?
I have a system where the pointer is dragged and a window
is redrawn, this redrawn is cpu intensive so I was wondering
if there was a way to discard motion events that occure too
frequently?
I tried to use the (GdkEventMotion *)motion->time but I needed
to know the time *AFTER* my function handled the event. Is there
a way to get a GDK time value of the current time?
