If you want an overview of the new functionality (at a 
quasi-marketing, not very detailed level), you can look
at:

Looking at the gtk-devel-list archives will give you
a much more detailed and less organized view of some
of the changes.

There is no detailed list of new functions, and I don't
think it would be all that useful - it is more usful
to think in terms of new functionality groups:

 GObject
 Pango
 new GtkText objects 
 new GtkTree objects
 etc.

the complete list would be pretty long - certainly 
at least 300-400 functions.
