Modal for a window only...

Is it posible to set a dialog modal for a window only.  This is
coming from a mozilla point of view.  In mozilla you can have different
"xpapps" that are just windows of the larger mozilla application. 
On the winblows platform dialogs are modal to the window they were spawned
from.  Under gtk however, it is modal to the application.  Is
there a way to do this?
