Paolo Bacchilega already improved the import dialog on small screen devices on friday: the action buttons are now reachable. There's still room for improvement as currently the dialog ends up 400 pixels high on a netbook: considering the layout, that's not very good...
Attached patch maximizes the dialog when screen height is below 768. I believe this makes sense since "multi-tasking" with several windows side by side is not really an option anyway with this use case.
