There is the old-fashioned method downloading the source from https://metacpan.org/pod/GooCanvas2 and using perl Makefile.PL make install but that would circumvent rpm. Here are a load of rpms here: https://rpmfind.net/linux/rpm2html/search.php?query=perl-goocanvas2&submit=Search+...&system=&arch= Maybe one of them will work in Fedora. I use Debian.
