Gnumeric does have a "New form Template" which opens a copy of a template file. You can use that to preset things like default cell formats.

The default for that is always "General".  When you open a blank

I had a vague memory (rapidly age failing) that it was possible somehow
to modify the default template that appears when you open a new book
("Book1.gnumeric"). In fact my present default shows signs of having
had some previous input by me. The problem is I can't remember how I
achieved this.
