Locking cells

I want to use Gnumeric to maintain a monthly budget for a local family pool. The Treasurer changes every year so I want to create a 'template' with income and expense categories in rows and months for columns and lock both these rows and columns so they cannot accidentally be changed. The numeric data that is added under each category is changable and at the end of the year I want to clear out the previous year's data and start with a clean spreadsheet, except for the months and income/expense categories. How can I do this simply do this, knowing that this spreadsheet is passed along to someone who may not be computer literate. I think the clearing of this data needs to be done in two or three SIMPLE steps.
