It is the same in French locale, and there is no need to do anything
special to make things work. Why do you need a dot as separator for
numerical applications.
For file import, you can use the configurable text importer (using the
"Advanced" tab in the open file dialog) and select en_US locale for the
import.
Btw, which OS are you using?
