Solver--cannot enter constraints

I'm using version 1.9.9. When I try to enter constraints for a very simple
linear programming problem, the ADD button is grayed out. So I cannot enter
the contraints. It is also grayed out before I enter any constraints. I
used version 1.9.1 last year with no problems.
What am I doing wrong?
