Looks like a good project. I don't see at the moment what exactly means
your set of points, may be because I never used gnuplot, but anything
making our plots more flexible is welcome. Anyway, the first thing to do
is implement the simplest surface plots, and then, add more involved
feeatures and plots.
As there is at least one other condidate for this project, you might
also apply for other plot types. Contour plots, which are related to
surfaces, need to be rewritten, at least because they don't use cairo at
the moment and also because there is much room for enhancement (color
gradients instead of discrete colors, smoothed level curves, and so on.
