For Windows this response was partial. 
Partial: indicates that while the office suite works, it lacks important functionality compared to versions 
for other OSs; it is still being developed however.  

My best guess would be the print preview problem that is windows
specific.  The only other major outstanding windows bug report is
that context sensitive help is not properly connected.

3.    Even though gnome/gnumeric runs on all platforms what is the
minimum OS Requirements/Specifications.

I am running Windows XP SP1  

Gnumeric is not directly tied to a minimum version of windows.
However, it depends on Gtk+, which has issues on win95 and older.
