gnumeric.h is in the src directory.
Lines 8 and 9 of this file are:
#define SHEET_MAX_ROWS          (16*16*16*16)   /* 0, 1, ... */
#define SHEET_MAX_COLS          (4*4*4*4)       /* 0, 1, ... */

Just replace the values with what you need and compile. If you never
compiled it before, you'll need to run configure in the top gnumeric
directory and then make.
Detailed instructions are available in the INSTALL file.
