We don't really maintain the .spec file, but if you have corrections we will
include them.

(1) You say, "don't even think about making a gnumeric-devel", but they
create one anyway.

I don't understand why they do it.  It makes no sense whatsoever at this point.
You cannot use the -devel package for anything as far as I can tell, so it is
really just a waste of space.

(2) They seem to exclude optional features to avoid having to require
them for the binary RPM.

That makes some sense, especially if they provide those features in a
gnumeric-extra package.

(3) You built a manpage and installed it in the right place, but forgot
to include it in your list of files for the package.

A patch would be welcome.
