Urk.  No!
It was not intentional.  The thumbnailer is an optional utility, not
a requirement.  The win32 build makes a hard gconf depend out of the
question.   We'll weaken that requirement for the next release.  For
now I'd suggest removing it manually and ignoring the thumbnailer if
this is a problem.
