On every issue of contention, there is a suggestion to 'do both' or 'make
it configurable'.

If we followed this advice on every issue, the software would become almost
unusable. There would be no consistency, it would greatly hinder usability.

It's better to make a decision, hopefully in a Gnome-wide consistent way.
