It works for me:

ke tux:~/gnome-cvs/gnumeric/po > LANG= /usr/bin/msgfmt -v --stat -c -o /dev/null zh_TW.Big5.po
186 translated messages, 741 fuzzy translations, 1464 untranslated messages.

ke tux:~/gnome-cvs/gnumeric/po > LANG= /usr/bin/msgfmt --version | head -1
msgfmt (GNU gettext) 0.10.38
