configure script and gnome-config

The configure script for gnumeic 0.70 fails with the most recent
gnome-print (0.9).
It's doing an integer compare, and 9 < 25, as opposed to 0.25 <
0.9.
To get past this, I changed my copy of configure so that it
compares agains "3" as opposed to "25"
