[ANNOUNCE] Scout version 0.4 released

I am pleased to announce Scout's version 0.4.

Scout is a CLI interface to Tomboy and Gnote. It makes notes available
in a non-graphical fashion. See the project's site at:

This release is mostly a code cleanup release but also features some
enhancements. The most notable enhancements over the 0.3 release are the
following:

* man pages
* setup was fixed for packaging
* it is now possible to force value for the DISPLAY environment variable
via config or command line to tell scout where to find the application.
* new command line option -T selects notes with no tags
* new command line option -B selects notes that are not in a book
