We use http://l10n.gnome.org/ for our translations. Usually
translation team coordinators have commit rights and they simply
commit and push it to our Git tree. You can contact the Bulgarian team
http://l10n.gnome.org/teams/bg If you run into problems you can always
mail your bg.po (in git format-patch) to me and I can commit on your
behalf.
