hello lurchi,
do i understand right:
for every pc-to-phone-call you make a international call; and for these
you prefix the phone number by 00 not +. for you works only 
0049241....

for me it work neither 0049241... nor +49241... each has a different
error message.
0049241... user not found
+49241. .. connection was finished because a error occured

any hints?
