I use Mandrake as well and here are my (working) settings:

lr-xr-xr-x    1 root  root  1 Sep 13 14:26 /dev/video1 -> v4l/video1

[vader fosters vader]$ ll /dev/v4l/
total 0
crw-------    1 vader    sys       81, 224 Jan  1  1970 vbi0
crw-------    1 vader    sys       81,   0 Jan  1  1970 video0

replace vader with anne and it should work
